The public address announcer is the never-seen DOOP official responsible for disseminating information over the DOOP camp's public address system during the Battle of Spheron 1. The announcer talks to the camp at least twice; once to inform them of incoming wounded (including Bender, who was injured in an explosion), and to relay the planetary evacuation order after Bender is rigged with a planet-destroying explosive (2ACV17).
