Zapp?

I know the trail was held by Zapp, but was it really him against them, or was it Earth? I mean, technically they violated an international, if not interplanetary law, meaning that Zapp was pretty much just the judge at hand, but it wasn't his trial against them, he arrested them for breaking the law.

So the real question is, was it Earth or DOOP? That is somewhat difficult to answer, cause while Zapp often seems to run mission on behalf of DOOP, he also does it for Earth alone, but can Earth really have jurisdiction over Omega 3? --Svip^Talk 17:45, 18 March 2009 (UTC)
