Santa Claus rules over them, and doesn't allow them to make toys anymore.  All of the houses are made of gingerbread but the Little Neptunians can't eat them because they are either "food or shelter, not both", despite the fact that they are starving. They live in poor conditions there, so they became happy when they knew they could make toys again while Robot Santa Claus was trapped in the snow. However, when they started making toys again, the greenhouse gases made the place hotter than usual. Santa escaped and took rule once more.
