Hugh Man is a Decapodian and member of the Decapodian Army. He acted as an infiltrator in the earth military during the Earth-Decapodian War. Hugh Man is very unlikely to be his real name, possibly used to sound like "Human", and to be used to convince Zapp Brannigan he is a human and to steal the codes for Earth's global defence network.
