Career chips are microchips implanted into people's palms which assign them a permanent career. People are given the chip for the job they're best at. According to Leela in "Space Pilot 3000," it is against the law to not have a career chip implanted, and the punishment for such an act is to be "fired out of a cannon into the sun". In the same episode, Smitty states that people who take their career chips out of their bodies are labeled as "job deserters." Despite what is presumably established in the television pilot, there have been numerous instances when career chips have been removed without any such legal consequences, suggesting that either the laws surrounding it were amended shortly after Fry was cryogenically unfrozen, or that they are just never re-enforced.
