Brannigan's Law is one of the cornerstones of [[Democratic Order of Planets (DOOP)|DOOP]] policy. Apparently named after [[Zapp Brannigan]], for unknown reasons, it forbids interference with undeveloped planets.
 
For some reason, this law does not apply to [[Democratic Order of Planets (DOOP)|DOOP]] mining operations. In general, it seems that this law forbids helping these planets, but allows their utter exploitation.
